OCC Finalizes GENIUS Act Stablecoin Rules, Keeps Direct Interest Ban

The U.S. Office of the Comptroller of the Currency has issued final rules implementing the GENIUS Act’s stablecoin provisions, with the rules scheduled to take effect Jan. 18, 2027, according to a BlockBeats report.

Scope of the final rule

The rules provide an entry path for banks and nonbank companies seeking to operate payment-stablecoin businesses and establish standards for foreign stablecoin issuers and asset custody. BlockBeats described the OCC as the first regulator to finalize implementation rules under the act.

Reward provision and enforcement

The final text removes a proposed presumption that certain commercial arrangements between issuers and third parties could be unlawful. The statutory ban on issuers paying interest directly to stablecoin holders remains. Regulatory officials said issuer-third-party relationships will be reviewed case by case, with enforcement available for arrangements that evade the law.
