China’s National Development and Reform Commission said it will accelerate comprehensive artificial-intelligence legislation covering the technology’s full lifecycle, according to a Beating AI News Flash report carried by BlockBeats. The proposed framework would set safety standards and ethical rules spanning data, computing power, algorithms and applications.
Disclosure and sandboxes
AI developers and operators would be urged to disclose safety risks promptly and report incidents and vulnerabilities. The rules would include a transition period and support industry regulatory sandboxes where companies can test technologies in controlled settings, with application, testing, use and exit procedures.
Broader governance scope
The report said governance would also address job displacement and social-security risks, AI addiction or emotional dependence, deepfakes, algorithmic discrimination and privacy breaches. China introduced public-facing generative-AI service rules in 2023 and added comprehensive legislation to the State Council work plan in May.
