Oracle canceled a reported $7 billion AI-compute lease with Tencent under pressure from the Trump administration, exposing a new risk for Chinese companies that rent overseas access to advanced chips, BlockBeats reported.
Offshore compute route faces scrutiny
The five-year arrangement would have provided Tencent with access to as many as 100,000 advanced AI chips through data centers in Southeast Asia. Tencent had pursued overseas capacity because U.S. export restrictions limit direct shipments of advanced AI chips to China.
U.S. officials reportedly approached Oracle and raised concerns about the transaction even though overseas remote leasing was not comprehensively banned. The report said Nvidia had also asked overseas cloud providers to allocate at least 51% of services to non-Chinese customers, a request described as non-mandatory guidance.
The developments suggest U.S. controls are widening from chip exports to the overseas leasing channels used to access computing capacity.
