The U.K. Financial Conduct Authority has opened two consultations covering decentralized-finance guidance and proposed exclusions for some crypto assets under recent legislative changes, BlockBeats reported on Oct. 22.
DeFi guidance
The first consultation is intended to help DeFi businesses follow the FCA’s anti-money-laundering and financial-crime rules. The FCA said its proposed guidance would clarify existing rules rather than create new policy. The U.K. Cryptoasset Business Council called for clear boundaries and proportionate requirements.
Proposed exclusions
The second consultation concerns a regime covering stablecoin holding arrangements and reserve assets. BlockBeats said the regime is expected to begin operating from October 2027; an application channel for crypto entities opened on Sept. 30, with submissions due by Feb. 28, 2027.
These are consultations and proposed implementation dates, not final rules. The flash cited the FCA and Cointelegraph but did not link an FCA notice, so businesses should check the regulator’s current publications.
